London - Britain unveiled plans for its first independent "plough-to-plate" Food Standards Agency yesterday in an attempt to restore public confidence in an industry battered by food scares.
But a row immediately erupted over who would foot the bill for the agency. Retailers attacked government plans to charge them for their new regulator.
