Leaders of rank-and-file RUC officers have voted to withdraw an invitation to the Northern Secretary, Mr Peter Mandelson, to address their annual conference next month.
The decision by the Northern Ireland Police Federation's central committee was in protest at plans to change the service's name and other policing arrangements.
