Mr David Trimble's 10 point Assembly election charter is failing to have any impact on voters, a leading anti-agreement unionist claimed today.

During campaigning in Bangor Market in his North Down constituency, British Unionist leader Mr Robert McCartney claimed the Ulster Unionist pledges would not con the electorate on November 26th.

"I don't think people are impressed," he said. "I think also they know I could even sign up for his 10 principles. So I believe could (Democratic Unionist leader) Ian Paisley.

"Because there was so much division within the Ulster Unionist Party, they obviously had to have something so wide and all embracing that literally any unionist could sign on.

"I think I have had only one person over the past two days that has mentioned the charter. It is a non-event."

The Ulster Unionist 10 point plan commits the party to working towards the end of all paramilitaries, loyalist and republican.

Mr Trimble's party has also vowed that it will hold firmly to the need for republicans to wind down the IRA if Sinn Fein is to participate again in Northern Ireland's power sharing government.

The charter promises that the Ulster Unionists will press the recently established International Monitoring Commission to act decisively if republicans breach their responsibilities to IRA actions.

The Ulster Unionists also pledged to fight for the retention of the home service battalions of the Royal Irish Regiment and to oppose the granting of any amnesty for paramilitary fugitives from justice who have been living in exile.
