Mr Ray Burke today told the Flood tribunal he felt RTÉ were "massaging figures" in relation to transmission costs they were going to charge Century Radio in 1989.
Mr Burke said they seemed to "pluck figures out of thin air". He added that he felt for RTÉ to charge for access to transmission sites was in principle wrong.
He said the transmission sites had been paid for and were continuing to be paid for by the licence fee and in effect the sites belonged to the people of Ireland.
In reference to a memorandum shown to Mr Burke this morning by Mr Pat Hanratty SC for the tribunal, Mr Burke said RTÉhad come to a meeting with him without revealling the true costs for transmission.
He said: "They were massaging the figures".
Mr Burke agreed with Mr Hanratty that his view on transmission costs was similar to Mr James Stafford of Century Communication's view.
