LONDON - The British Labour leader, Mr Tony Blair yesterday promised a reform of the welfare state as the party prepared plans to end child benefit for over-16s. The days when benefits were solely provided by the state were gone, Mr Blair said during a tour of East Anglia, where lie hopes Labour can break into a traditional Tory stronghold in next month's local elections.
