London - Prime Minister Tony Blair will argue today that Britain's failure to grasp the opportunities of Europe has been one the country's greatest post-war failures.
In one of his most upbeat messages on the EU yet, Mr Blair will offer an antidote to Mrs Thatcher's Bruges speech, which famously spawned a pressure group of that name and in which she introduced the spectre of a "European super-state exercising a new dominance from Brussels".
