BUCHAREST - Romanian judges, complaining about poor pay and dismal conditions, have started a boycott of hearings in several of Bucharest's unheated and overcrowded courts, justice officials said yesterday.

Judges earn little more than the average monthly Romanian wage of $80. Many magistrates have left their jobs in recent years searching for more lucrative careers as defence lawyers.
