Article 5(1) of the Local Government (Officers) Regulations 1984 provides that "the holder of an office under a local authority shall not engage in any gainful occupation, other than as an officer of the local authority, to such an extent as to impair the performance of his duties as an officer of the local authority or in any occupation which might conflict with the interests of the local authority or which might be inconsistent with the discharge of his duties as a local authority officer".
Article 5(2) of the 1984 Regulations provides that "the holder of a whole-time office, the qualifications for which are wholly or in part professional, shall not engage in private practice in the profession in which he is employed by the local authority or in any cognate (related) profession".
