DR Peter North (59), who chaired the commission, is the Vice Chancellor of Oxford University and an expert on international law. He was born in Nottingham and lectured in the US and Wales before going to Oxford, where he is head of Jesus College.

He had made several business trips to Belfast before being appointed by the British government to head the independent review of parades last year.

Dr North has acknowledged that he is a member of the "British establishment" but stressed his impartiality and said he has no links with either Northern Ireland or the Republic.

Father Oliver Crilly is parish priest of Melmount in Strabane, Co Tyrone. He was appointed director of the Catholic Communications Institute of Ireland in 1977.

He was a member of the Irish Commission for Justice and Peace which mediated between the British government and republican prisoners during the 1981 H Block hunger strike.

Father Crilly has been an out spoken critic of IRA violence. He spoke out against the Provisionals for bursting into a crowded disco in Strabane and ordering two men, accused of "anti social activities", to leave.

Dr John Dunlop, a former moderator of the Presbyterian Church, is the member of the panel identified with the Protestant tradition. However, he has been criticised by unionist politicians and Orange lodges for not being militant enough.

Born in Newry, Co Down, he holds an honours BA in philosophy from Queen's University Belfast, and in divinity from New College, Edinburgh. He was ordained 31 years ago and is minister of Rosemary congregation in north Belfast.

Dr Dunlop believes that the churches must play a strong role in cross community reconciliation. An author, he is interviewed regularly on television and radio.

He has been criticised for membership of the Queen's University Senate, which dropped the British national anthem from graduation ceremonies.

Dr Dunlop has accused his critics of acting unfairly and unhelpfully.
