The Nationwide League Division One leaders made an inquiry for the former Manchester United player a fortnight ago, according to his agent Ton van Dalen.
But Stam, who has just returned after a doping ban, is intent on staying in Italy with Lazio and insists a return to Manchester is not on his agenda.
"They made the inquiry a couple of weeks ago, but Jaap is not interested in returning to England at the moment," van Dalen told the Manchester Evening News.
"There has not been a direct bid from City, and I don't expect a deal to happen. All Jaap is concentrating on at the moment is playing for Lazio and Holland."
Stam became the most expensive defender in the world when he signed for United from PSV Eindhoven for Stg£10.5 million in 1998.
They went on to win the treble that season and added two more titles in 2000 and 2001.
But he was transferred to Lazio at the beginning of this season for £16 million, the timing coinciding with the publication of his controversial autobiography.
