FREETOWN - Diplomatic negotiators said yesterday they had struck a deal to restore Sierra Leone's ousted civilian President Ahmad Tejan Kabbah, but the new military leader went ahead with naming his ruling council.

Maj Johnny Paul Koromah announced a 20 member council, with rebel leader Mr Foday Sankoh as vice chairman and including three more members of Sankoh's Revolutionary United Front (RUF). Mr Kabbah fled to neighbouring Guinea last Sunday.
