The former Boston police commissioner, who will take up her post on July 1st, said that resources needed to be looked at to see how effectively and efficiently they were being used at present.

Officially introducing the new chief, the Minister for Justice, Michael McDowell described the new appointment as "most eminently suited to the role".

According to Ms O'Toole, one of the greatest challenges will be setting priorities and keep focused on them. "Policing is a work in progress," she said.

Management systems, training and technology will also be on the agenda.

Ms O'Toole described herself as "a change driver", and promised to be fair in her new role. However, she refused to be drawn on contentious subjects such as the planned Garda Reserve, saying it was somewhat premature to be doing so.
