Seoul - North Korea reported yesterday the start of a long-delayed electoral process which could see the de facto leader, Mr Kim Jong-il, formally appointed head of the ruling communist party on October 10th.

In the first step of what would be the communist world's only dynastic succession, a conference on Sunday of local representatives of the Korean Workers Party in southern Phyongan province recommended that Mr Kim become party chief.
