FRIBOURG - The Swiss judge leading the inquiry into the deaths of 54 members of the Order of the Solar Temple cult in 1994 said yesterday that all but 15 of the victims effectively had been murdered.

Presenting a final report alongside other investigators, the examining magistrate, Mr Andre Piller, also said there was no evidence that any killer or witness had survived the killings in two Swiss villages and a ski resort in Quebec.
