Tax-Raising powers for local authorities, a major investment in public house building and the protection of State-owned companies are among the proposals contained in a new policy document approved by the ????ein ardfheis.
Putting People First calls for a vibrant and empowered system of local government which aims at achieving maximum participation by individuals and community groups.
Welcoming the document, Mr in O Caolain said the party shouldn't forget "the ultimate purpose of our struggle is to improve the quality of life of all people on this island".
He warned that the Government, with the support of the Labour party which recently "lurched to the right", was "preparing for a wholesale sell-off of the remaining State companies".
