WASHINGTON - The chairman of the Senate Foreign Relations Committee, Senator Jesse Helms, urged yesterday that the US Ambassador to the Vatican, Mr Raymond Flynn, be replaced because of alleged ethical violations.

Mr Helms, in a letter to the Secretary of State, Ms Madeleine Albright, said a report last December by the State Department's Inspector General raised serious questions about Mr Flynn, a former Mayor of Boston.

"The Inspector General brought to light evidence that Ambassador Flynn had made improper and/or questionable charges against campaign funds while serving at the Vatican in clear violation of his ethics undertaking letter to the State Department's deputy legal adviser dated June 7th, 1993," Mr Helms wrote.
