The European Commission said it would expect a decision by the European Court of Justice on the suspension by euro zone finance ministers of the stability and growth pact within three to six months.

Commission spokesman Mr Reijo Kemppinen said: "If we were to take this case into the court it would be useful."

Tomorrow, the commission will decide whether or not to start legal action against the decision taken last November to suspend the budgetary rules for France and Germany.

Asked if the commissioners will take a vote on possible legal action, he said: "It's impossible to say if we need a vote at the moment. The president hopes this will not be necessary."
