England have been charged on two separate counts of misconduct from Sunday's World Cup match against Samoa, tournament officials said today.

A statement released by organisers said the (English) Rugby Football Union has been ordered to go before independent judicial officer, Brian McLaughlin, on Thursday.

The statement said a misconduct complaint had been made over England ignoring a match official's instructions and sending an extra player on to the pitch.

A second misconduct complaint was directed against England team official David Reddin.

Meanwhile, Clive Woodward has opted to rest Jonny Wilkinson as the England coach rings the changes ahead of their final pool game against minnows Uruguay on Sunday.

Paul Grayson will take over at fly-half while Mike Catt will make his first England start for two years in the centre and will line-out alongside Stuart Abbott.

Jason Robinson, Mike Tindall, Matt Dawson, Ben Kay and Jason Leonard also join Wilkinson on the sidelines while Martin Johnson, Neil Back, Will Greenwood, Ben Cohen and Steve Thompson are on the bench.
