Pretoria - The judge hearing the case of four South African policemen who urged their dogs to maul Mozambican immigrants yesterday said he was alarmed by testimony that it was common practice for dog handlers to use detainees in training.

"It means that you can not shoot a man, not even in his small toe, but you can put your dog on him," Judge Willie van der Merwe said during the trial of the four white former policemen. They were arrested after a video of the 1998 attack was broadcast on public television in November 2000.
