The Dart service between Dalkey and Greystones is not operating because of an electrical fault.
A spokeswoman for Iarnrod Éireann said crews were working on the fault and hoped to have it fixed by mid-afternoon.
The company has laid on buses between Dalkey and Bray and have arranged for rail tickets to be honoured by Dublin Bus.
