Edinburgh - The British Prime Minister will address the new devolved parliament in Scotland for the first time today, writes Alex Bell. Mr Tony Blair arrives in Scotland on the eve of the annual Scottish Labour conference to find the party in disarray and its leader under attack.
The First Minister, Mr Donald Dewar, who leads the Labour/Liberal Democrat coalition government in Edinburgh, has been subject to public criticism from his own ranks. The Labour MP Mr Ian Davidson compared Mr Dewar's performance to the last days of Mr John Major's administration.
