Minsk - Local elections held over the weekend in Belarus did not take place in a democratic manner, an official for the observer team of the Organisation for Security and Co-operation in Europe said yesterday.
Mr Hans-Georg Wiek said the law governing elections "does not follow electoral norms" and stressed that the election campaign had started too late.
