Abuja - The UN Secretary General, Mr Kofi Annan, yesterday called for the creation of a multi-billion dollar fund to tackle HIV/AIDS in Africa in a speech which rallied support at the continent's biggest ever AIDS summit in Abuja. Unveiling an action plan to fight the disease ravaging Africa, Mr Annan said an annual "war chest" of seven to $10 billion was needed
