VIENNA - Europe's principal security body, the OSCE, yesterday gave its blessing to an international protection force for Albania but said it wanted an endorsement for the force from the United Nations Security Council.
Meanwhile, 18 men were shot dead in a pitched battle late yesterday between an armed band and inhabitants of Levan, a village in southern Albania.
