Gardaí investigating Creeslough explosion submit supplementary file to DPP

DPP will decide whether charges should be issued following investigation into tragedy that took 10 lives in 2022

Gardaí have submitted a supplementary file to the Office of the Director of Public Prosecutions as part of the ongoing criminal investigation into the 2022 explosion in Creeslough, Co Donegal.

The file includes formal recommendations from the Garda and comes in addition to a primary file submitted to the DPP in September 2025.

The submission of the primary investigation file was seen as a significant step forward in the case and means the DPP has a decision to make as to whether charges should be issued.

Ten people lost their lives in the explosion in October 2022.

It is widely suspected a gas leak at the building, which also contained a number of apartments, caused the explosion at an Applegreen filling station.

The victims of the tragedy were: Leona Harper (14); James Monaghan (13) and his mother, Catherine O’Donnell, (39); Robert Garwe (50) and his daughter, Shauna Flanagan-Garwe (5); Martin McGill (49); Jessica Gallagher (24); James O’Flaherty (48); Martina Martin (49); and Hugh Kelly (59).

An Garda Síochána said the victims’ families are receiving support from family liaison officers and a briefing was held with the families on Thursday, when the new file was submitted.

In a statement, the Garda reiterated a public appeal for anyone with information on the explosion to come forward and speak to the investigating team.

“The Garda Investigation Team can be contacted at Milford Garda station where an Incident Room continues to investigate under the direction of a Garda Senior Investigating Officer at 074 9153060, the Garda Confidential Line 1800 666 111 or through any Garda station.”

The statement said the Garda continues to remember the 10 deceased: “Ar Dheis Dé go raibh a n-anamacha dilís, go léir.”

A Garda spokesperson would not comment further on the details included in the supplementary file.

The investigation into the tragedy is being led by gardaí in the Donegal division, who are being assisted by Garda National Bureau of Criminal Investigation, the force’s serious crimes squad.

The Health and Safety Authority and the Commission for the Regulation of Utilities are also aiding in the criminal investigation, which is being led from an incident room at Milford Garda station.

From the start of the investigation, gardaí were focused on the gas system at the buildings on the site.

Gardaí have detained and questioned seven people in connection with the incident. Nobody has been charged.
