An appeal against findings made by the Blayney Committee concerning Mr Paul Carty, a former managing partner with Deloitte & Touche, was successful.

In its press release yesterday, the Institute of Chartered Accountants in Ireland (ICAI) said an appeal in respect of Mr Carty to the Appeal Committee was allowed. It gave no detail as to what lay behind the appeal.

Deloitte & Touche, in its response to the institute's findings, said the Appeal Committee had "established that no issue of professional misconduct arose in relation to the firm and determined that the firm's former managing partner, Mr Paul Carty, had no case to answer".

It is understood that judicial review proceedings initiated by Mr Carty against the institute's inquiry were withdrawn recently.

The publication of the findings of the Blayney Committee and the Appeal Committee could then go ahead.

The Appeal Committee's finding in favour of Mr Carty's appeal is understood to have occurred in late April 2003.

The former Taoiseach, Mr Charles Haughey, was not investigated by the Blayney Committee.

His legal representatives argued at the outset of the process that it could not investigate Mr Haughey as the qualified chartered accountant was no longer a member of the institute.
