European Competition Commissioner Mr Karel Van Miert has warned that the Commission would act unless UEFA, European soccer's governing body, changes what he called strict broadcasting conditions.

He did not elaborate, but Commission sources said the complaints had been filed by television channels which broadcast UEFA matches but do not have exclusivity rights.
