THE International Board will consider a batch of law changes designed to make the game more attractive when their annual meeting begins in London this morning.

The board is expected to approve a New Zealand suggestion that all eight forwards stay in the scrum until the ball is clear. This would enable centres to be brought more into the game.

Until recently, defending flankers targeted the half-backs instead of crabbing sideways and making breaks by centres nearly impossible.
