David Kelly wrote an article before he died, saying military action seemed the only way to "conclusively disarm" Iraq, the Observer reported yesterday.

The paper printed a previously unpublished article it said Kelly had written a few weeks before the war.

"Iraq has spent the last 30 years building up an arsenal of weapons of mass destruction," the article said. "Although the current threat posed by the Iraqi military is modest...it has never given up its intent to develop and stockpile such weapons for both military and terrorist use."  Dr. Kelly said any co-operation with weapons inspectors was superficial and that rockets specifically for chemical and biological use had been found.

"After 12 unsuccessful years of U.N. supervision of disarmament, military force regrettably appears to be the only way of finally and conclusively disarming Iraq," the article says.  "War may now be inevitable," it concludes.
