Britain and the United States have insisted sanctions against Libya cannot finally be lifted until it accepts responsibility for the Lockerbie bombing.

British Foreign Secretary Mr Robin Cook said Britain and the US were committed to securing Libyan compliance with the requirements of the United Nations Security Council.

His comments were echoed in Washington by US President Mr George W. Bush.

"Libyan leaders need to take every opportunity to prove to the international community that they have definitively renounced terrorism and they will abide by international law," said Mr Cook.

Behind the scenes, many observers believe that London is keener than Washington to see Libya finally cast off its pariah state and return to the full international community.

British officials however were indicating they had a "reasonable expectation" that Colonel Gaddafi would accept the verdict of the court and would comply with the UN resolutions.
