Luanda - The United Nations in Angola yesterday began taking steps to scale down its peacekeeping operations because of renewed civil war between the government and UNITA rebels.

In a 26-page report circulated at the UN yesterday, the Secretary-General, Mr Kofi Annan, recommended the world body shut down peacekeeping operations because the government and UNITA rebels were bent on wiping each other out militarily.
