AN end to buck passing on children's issues and the setting up of a new children's authority has been called for by Ms Christine Buckley (Ind), who is standing in Dublin South.

"No single department has sole responsibility for child care and the adhoc response from the various agencies is exacerbating the difficulties facing children at risk. As a result, children are being placed in unsuitable emergency accommodation."

A children's authority was needed to replace the "totally inadequate position of Minister of State for Children's Affairs". It would have independent responsibility for inspection of all institutions dealing with children, including creches.

It would need to address the problem of children being passed from school to school because they did not fit it. In addition, it would be best suited to addressing the issue of children with special needs, provided it was given adequate resources and expertise.
