US-EU Relations: The Taoiseach, Mr Ahern, said yesterday improving relations between Europe and the United States will be one of the priorities of Ireland's presidency of the EU. Mr Ahern, who visited Austria and Slovenia yesterday in preparation for the presidency, said it was an issue "close to the heart of Ireland".
The drive to repair the damage to international relations in the lead-up to the war in Iraq will centre on the EU playing a key role in redeveloping and providing humanitarian aid to the war-torn country.
"We have already presented a paper to the Foreign Affairs Council. We're anxious and committed to develop EU and American relations.
The Slovenian Prime Minister, Mr Anton Rop, suggested that a joint policing force could be established for Iraq and that further funds be set aside to fast-track the development of the country.
Mr Ahern, however, said any issues such as policing would have to be examined and approved by the United Nations Security Council. Ireland takes over its six-month presidency of the EU from Italy next January, and it is likely that debate will focus largely on the proposed constitution for Europe.
Several issues currently block agreements on the convention, including institutional reform, and member states' representation at the European Commission and at the European Parliament.
The Austrian Chancellor Wolfgang Schussel said there was "95 per cent" agreement on the contents of the convention.
