Structural problems in the health services will have to be resolved if the problem of hospital waiting lists is to be solved, the president of the Irish Hospital Consultants' Association said yesterday.
Dr James Masterson said waiting list initiatives are "nothing more than a palliative which allow the lists to drop down to a certain level before they inexorably start to rise again".
