Paris - The French foreign ministry said yesterday it was dismayed after Texas authorities had executed a mentally retarded man. Oliver Cruz was one of two prisoners executed on Wednesday, marking the first multiple execution in the state in three years.
"Experts concluded that Cruz was mentally deficient," the ministry said. "The US state should remember the international norms the United Nations adopted regarding executing mentally retarded people."
