Nairobi - A state of emergency has been declared in north-eastern Somalia, where a devastating drought has killed 70 per cent of the region's livestock and caused severe famine. President Abdullahi Yusuf Ahmed of the self-declared autonomous region known as Puntland accused Nairobi-based humanitarian agencies of ignoring the plight of the people in north-eastern Somalia.
