Dublin - The Government saw the development of the European Rapid Reaction Force as complementing the work of the United Nations, the Minister for Foreign Affairs, said in a speech to the diplomatic corps in Dublin Castle last night. Mr Cowen thanked the diplomats for their support and encouragement in Ireland's successful bid for a seat on the UN Security Council. "The Government intends to play a constructive role on the Security Council and to demonstrate that small states can be effective members of the UN."
