Lock Steve Borthwick will win his first England cap against France in the Six Nations at Twickenham on Saturday.
Borthwick replaces the injured Danny Grewcock in one of three changes to the side which beat Scotland 43-3 on March 3.
England coach Clive Woodward also named Julian White at tighthead prop to replace injured Phil Vickery and Phil Greening at hooker instead of Dorian West.
Woodward said he had considered three players for Grewcock's position. The Saracens player badly hurt his jaw in mid-March.
"If Martin Johnson had been unable to play, Simon Shaw would have played with Danny Grewcock. But we looked at the balance of the team and he (Borthwick) is one of the best line out forwards in the premiership," Woodward said.
Woodward had accused Greening of being too indisciplined before the opening match against Wales, for which he was injured, and he missed the games against Italy and Scotland.
"He know what's at stake. In the last three games our penalty count has been spot-on. And if it's not going well for him I won't mind taking him off," Woodward said. "It was a tough call on West."
Flyhalf Jonny Wilkinson hurt his neck at the weekend but will be fit to play, Woodward said.
