CAPE TOWN - President Mandela has expressed concern at reports of a secret South African chemical warfare project during the apartheid era, saying they could be the "tip of the iceberg". Allegations that South Africa developed an advanced chemical war programme, not just the defensive measures it has acknowledged, emerged after a former army scientist, Mr Wouter Basson was arrested in Pretoria last month on charges of dealing in ecstasy.
