Manila - Gunmen have shot dead 11 people, including two town mayors, and kidnapped five politicians in outbreaks of violence in the Philippines ahead of next month's legislative and local elections, police said yesterday.
Police said the 11 people had been killed in the past 48 hours, most of them by communist rebels.
