Sir, – Daniel Sullivan (April 5th) is mistaken with regard to Enda Kenny's capacity to appoint senators to the next Seanad. Article 18.3 of the Constitution states that the 11 Taoiseach's appointees shall be nominated by "the Taoiseach who is appointed next after the reassembly of Dáil Éireann" following the dissolution of the previous Dáil. Unless and until the new Dáil re-elects him as taoiseach, Enda Kenny has no constitutional mandate to nominate senators to the next Seanad. – Yours, etc,
