Do military neutral states – unaligned non-belligerents – commemorate war?
In the case of the Irish State, Bunreacht na hÉireann (Article 29) stipulates the “pacific (ie) non-military) settlement of international disputes”. Hence a constitutional commitment to the “ideal of peace”. – Yours, etc,
