Tokyo - The German embassy in Tokyo said yesterday it had complained after two public bathhouses in Japan banned all foreigners because of the antics of drunken Russian sailors.
Two bathhouses in Otaru, northern Japan, put up signs, one reading "Japanese only", and the other saying "We do not admit foreigners by force of circumstances", according to a city official.
The official said the city had asked the bathhouses to clean up their act.
