London - Mr Iain Duncan Smith, the right-wing candidate vying to lead Britain's Conservatives, spelt out a hard line on Europe yesterday, rejecting euro membership for ever. The Tory party's 300,000 members will vote shortly on whether the former minister Mr Kenneth Clarke or ex-army officer Mr Duncan Smith will take on the Labour Party's Prime Minister Tony Blair.
