Bangkok - The Thai Prime Minister, Mr Chaowalit Yongchaiyudh, won a tactical victory in his battle to cling on to power yesterday, when parliament delayed a key vote on a radical new constitution, designed to stop political corruption and vote-buying.

Mr Chaowalit vowed yesterday in a defiant speech that he would not dissolve the house before the new charter and legislation to enforce it were in place.
