The contents of the letter sent to gardaí from the Dublin Metropolitan regional traffic division at Dublin Castle:

"Enforcement of speed regulations.

"With reference to the above, and further to the recent introduction of the penalty points system in relation to detection under Section 47 of the Road Traffic Act:

"From an examination of the speed detections, it has come to notice that there has been a considerable reduction in the speed of vehicles in the 50 miles per hour and 60 miles per hour speed limit areas and there has been a limited reduction in the 30 miles per hour speed limit areas.

"Consequently, and with immediate effect, FOS [fines on the spot] notices will be issued to any vehicle driving in excess of the speed limit, irrespective of the speed of the vehicle. Previous instructions in relation to enforcement thresholds will no longer apply. The above instruction will apply to GATSO, fixed camera as well as laser speed detections.

"Forwarded for your information and strict compliance please."
