An Oireachtas committee will today invite submissions on the Garda report into the shooting dead of Mr John Carthy in Abbeylara, Co Longford in April and will decide in December whether to inquire further into the affair.

The committee will publish the Garda report this morning immediately after formally laying it before both houses of the Oireachtas. A copy is also expected to be given this morning to the Carthy family.

The 120-page report is understood to contain great detail on circumstances surrounding the shooting. It contains no criticism of the Garda action in the incident in which gardai shot Mr Carthy four times. While a short FBI report on the killing says the Garda action was justified, the Garda report confines itself mainly to detailing the facts, according to sources.

The Oireachtas Committee on Justice, Equality, Defence and Women's Rights will today publish an interim report along with the Garda and FBI documents. This is expected to say the committee has invited gardai named in it, the Carthy family and any other interested parties to make submissions and observations.
