EU member-states, including Ireland, have a unique role to play in bringing lasting peace in the Balkans, according to Dr Javier Solana, the High Representative for the EU Foreign and Security Policy.

He was speaking at the Institute of European Affairs in Dublin last night where he outlined his "two current priorities", the Balkans and the development of the European Security and Defence Policy.

Dr Solana was appointed to the position last October having previously served as Secretary-General of NATO. He said his visit to Dublin was to listen to concerns and ensure support from Ireland for the Common Foreign and Security Policy.

"An effective CFSP has by definition to have the broad support of all 15 member-states," he said. "But each one can make specific contributions in areas where they have particular experience or expertise."

He predicted the future of the CFSP would depend on the success in restoring stability in the Balkans. He paid tribute to Ireland which had "given more than its unfair share to the region".

Dr Solana also met the Minister for Foreign Affairs, Mr Cowen, last night. Over a working dinner they discussed the situation in Russia, the Balkans and the enlargement of the EU. He will meet the Taoiseach today.
