PARIS - The Algerian President, Gen Liamine Zeroual, has unveiled a blueprint of constitutional reforms to try to end four years of conflict between the government and Islamists.

In a memorandum published in the Algerian media yesterday he set out his main proposals: the creation of a parliament with two legislative limiting the president's tenure, to just one five year term of office; a PR system of voting, and a ban on campaigning under a Muslim banner.
