LONDON - Mr Quentin Davies became the first Tory MP to openly state his intention yesterday to vote against the British Government in the crucial debate on the Scott report.

Mr Davies, the MP for Stamford and Spalding, said there was no way he could support the government in today's vote "in the current circumstances".
